Based on the BIBLE, which is a great way to run a country. Is he making fun of prop 8? or is he serious? I have to think he's kidding....

Prop 8 is based on discrimination, which is easy for the masses to get behind; banning divorce makes the masses nervous, and so will never happen.

It has to be intentional parody. It's a good one though. Divorce is absolutely more of a standing threat against marriage and family than gay marriage could ever dream of being.
